The Government of Ethiopia has received funding from the World Bank through IDA credit and
grant to implement a multi-sectoral project “Response-Recovery-Resilience for Conflict-
Affected Communities in Ethiopia”. Overall, the project is led and coordinated by the Federal
Project Coordination Unit (FPCU) to be housed in the Ministry of Finance (MoF). The proposed
project is structured in four (4) components namely: (i) improvement of access to basic services
and economic opportunities for conflict-affected communities (II) strengthening of GBV service
delivery and prevention (iii) learning and project management and (iv) and a Zero-dollar
Contingency Emergency Response Component (CERC). From this, the Ministry of Women and
Social Affairs has given lead the implementation of one of the project components “Improving
Access to GBV Response Services’’ in the period from 2022 to 2026. The aim of this component
is the strengthening of short and medium-term GBV response services for survivors of conflict-
related GBV within targeted Woredas; the piloting of innovative GBV prevention programming,
both as a mechanism to address underlying norms and dynamics that contribute to violence,
and to address factors that prevent GBV survivors from seeking care; and strengthening of
institutional capacity for coordination, policymaking, and delivery of quality, confidential, and
survivor-centered care across the country.

1. Objectives
The objective of the assignment is to hire a highly qualified individual Monitoring and
Evaluation specialist/consultant who will coordinate the overall M&E activities of the
component through technical support in formulation of systems for monitoring and evaluation
of the project.
2. Scope of the assignment
The Individual Monitoring and Evaluation specialist/consultant will be responsible for monitors
and evaluating the Project progress; He/She is responsible for day-to-day monitoring and
periodic evaluation of the project, as well as preparation of project annual plans and progress,
reports at the federal level. The Individual M&E specialist/consultant will have the following
duties and responsibilities, among others;
a. Establishes and maintains independent monitoring and evaluation system of the project
at the federal, regional, woreda, and community levels;
b. Periodically monitors and evaluates the project progress by visiting sites at project
woredas from inception to completion of the project;
c. Identifies data requirements and performance indicators for monitoring and evaluation
of the project;
d. Develops standard formats and reporting procedures for monitoring and evaluation of
the project at all levels based on the results framework;
e. Facilitates the development and establishment of baseline data on the present condition
of project woredas on natural resources and social services for use of future assessments
of project performance;
f. Coordinates and facilitate the monitoring and evaluation system of the project;
g. Organizes training, workshops, and seminars on monitoring and evaluation activities for
project and relevant government stakeholder staff;

h. Provides the planning and implementation support to regions and relevant
Ministries/Bureaus in terms of establishing Participatory Monitoring and Evaluation
system;
i. Assesses the progress and intermediate outcomes of the project in comparison with the
project objectives;
j. Identifies problems that may arise during project implementation and bring them to the
attention of project management and follow up their timely resolution;
k. Prepares and consolidate physical and financial monitoring and evaluation plans of the
project;
l. Prepares consolidated annual plans and periodic progress reports of the project at the
federal level;
m. Involves as a counterpart in the implementation reviews and impact assessment studies;
n. Performs other related duties assigned by the project coordinator;

The 3R4CACE Project now invites qualified eligible Monitoring & Evaluation (ICs) to indicate
their interest in providing the services. Interested candidates should provide information
demonstrating that they have the required qualifications and relevant experience to perform
the Services.
The Monitoring & Evaluation (ICs) will be selected and engaged on the basis of their
qualification for the assignment in accordance with the World Bank’s guidelines. The
attention of interested Consultants is drawn to paragraph 1.9 of the World
Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA
Credits & Grants by World Bank Borrowers, January 2011, Revised July 2014 (“Consultant
Guidelines”), setting forth the World Bank’s policy on conflict of interest.

3. Required qualifications and Experience
It is envisaged that the Individual M&E Specialist/Consultant will require an experienced and
high level of technical competence in the area of project design, Monitor, and Evaluation. The
M&E Specialist/Consultant, therefore, must have the following qualifications.
 Bachelor/Masters Degree in Economics, Project Management, Business Administration,
Statistics, Sociology, or related fields of studies and Minimum of 6/8 years of relevant work
experience for MA and BA holders respectively with an extensive experience in
coordination, planning, and M & E of projects preferably in donor-funded projects
 Previous experience working both in the humanitarian organization and government
sectors.
 Excellent spoken and written Amharic and English
 Excellent computer application skills and internet skills Ability to work in a team and
independently
 Willingness to travel and work with rural communities and hardship areas
4. Duration of the assignment/contract
The duration of this assignment/contract shall be 12(Twelve) months with possible
extension. The M&E specialist/consultant will work under the supervision of the Federal
Project implementation unit Coordinator to whom all reports and deliverables as per the
ToRs shall be submitted. Remuneration: As per the Ministry of Finance channel one
harmonized salary scale
