Request for Expressions of Interest (Eol) for Consultancy Services

Assessment Title: SOCIAL PROTECTION WEBSITE FOR the Ministry of Labour and Social Affairs (MOLSA) TO SUPPORT MOLSA TO DESIGN AND DEVELOP A WEBSITE TO DEPLOY AND UPDATE INFORMATION ON SOCIAL PROTECTION PROGRAMMES IN THE COUNTRY

Background

The Ministry of Labour and Social Affairs (MOLSA) seeks a highly qualified and competitive Bidder which would perform an informational website that provides information on the social protection system in Ethiopia. The system should have the required depth, breadth, and flexibility to provide on-time information access to all designated users. Currently, there is no aggregate website where the general public, government, or development partners can obtain upto-date information on the main programs and policies related to social protection in Ethiopia.

Therefore, MOLSA will launch a website that will act as both a repository of information and a platform to engage various stakeholders on the social protection agenda.

Objective

Overall Objective: Establish an interactive, functional and appealing website for MOLSA to showcase social protection policies and programming in Ethiopia. Specific Objectives: – Analyze similar websites and come up with the best interface. – Design the website

  •  Develop the website – Ensure the maintenance services. Specific Tasks
  • Assess and review similar website structures and content for ease of accessibility, quality of content, userfriendliness, ease of maintenance/update, information retrieval, layout design, navigation, usability, etc.
  • Hold consultations with key stakeholders to understand what content will need to be included and key functions Propose structure and features of the website in-line with the needs and agreed communication messages
  • Work closely with MOLSA and UNICEF teams at key stages to ensure branding and design are consistent
  • Design the website so it provides a good user interface and flexible navigation and search function. The website interface should be responsive so it shows all functions available in a similar way on any device, such as a laptop, a mobile phone or tablet, etc.

Functionalities

  • The proposed sections for the website are 1) Home/ landing page; 2) Background/overview on social protection in Ethiopia and MoLSA’s role; 3) National
  • Social Protection Policy and Strategy with links to relevant documents; 4) Federal Social Protection Platform with information on the platform and a repository to upload agendas/PowerPoints and other information provided at each platform session,
  • 5) Social Assistance – outlining the major social protection programs in Ethiopia; 6) Social security outlining the key social security programmes in Ethiopia; 7) Health Insurance – outlining the community-based health insurance program; 8) Partners; 9) Contacts
  • The website should also integrate social media components, such as Facebook feed and others
  • Example website: https://socialprotection.or.ke/ Duration of the assignment will be three months (3 months) for website development and six months (6 months) for support and maintenance.

Description of firm

The firm should list and briefly describe similar projects undertaken in the past three years with documentary evidence

  • The firm should have developed and maintained at least five website or Web based applications.
  • The firm must provide at least five documentary evidences (client references) from the client that indicate projects undertaken similar to the one requested under this assignment;
  • The firm must be operational and experienced at least for a minimum of five (5) years in software development, and being an ISO certified company is a plus
  • The firm should provide at least 5 professionals (including one project manager preferably PMP certified) for this project with, Software Engineering,Computer Science, MIS, IT or related filed of studies.
  • Description of detailed company profile lighting organization strength, technical expertise and financial position. Information that will facilitate the evaluation of the Vender’s substantive reliability and financial standings and managerial capacity to provide the services.
  • Should have experience in developing content and applications in local languages
  • Should have a three year cumulative revenue of at least 10 million Birr until June 2020 as proof of sound financial standing
  • A copy of last three financial year’s relevant audited balance sheets must be submitted;
  • The Ministry of Labor and Social Affairs (MOLSA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: core related business and years in business, relevant experience related to the assignment, qualifications of key personnel, technical and managerial capability of the firm with depth of expertise and strong track record in software development projects,

Consultants will be selected in accordance with the Quality and Cost Based Selection (QCBS) method setoutintheGovernment ProcurementRegulations,
